Community Development Block Grant Eligibility Requirements To qualify to receive assistance through this program, the applicant(s) must meet ALL of the following criteria: The Housing Unit must be located within the municipal boundaries of Wellington as defined on the Property Appraiser's website. Property must meet the Village of Wellington's minimum housing quality standards and be inspected and approved by the Planning, Zoning, and Building Department (some repairs may be included in the assistance).
