Gary Werner, Councilman Term Expires: 2028 Gary Werner is a graduate of the University of Cincinnati with a Bachelor of Science degree in Community Planning. He also earned: 1) a Certificate of Environmental Planning from San Francisco State University; and 2) a Certificate in Business Accounting from the College of The Desert. Gary retired from a 45-year career as a City Planner, Chief Building Official, and Economic Development/Redevelopment Director for several California cities; he served as Planning Director for the Cities of La Canada Flintridge, La Habra Heights and Big Bear Lake, all newly incorporated cities; and he led the incorporation effort of the City of Diamond Bar where he also served three terms as Councilman and Mayor.
