Meet Little Blue Wellington’s New Website Chatbot Honors the Past, Embraces the Future Before Wellington was officially incorporated in 1995, the Acme Improvement District oversaw the area, and at the heart of its public outreach stood a cheerful, water-saving otter named Lil’ Blue.
