Home Departments Building Waterway Utilization Permit Waterway Utilization Permit Overview A Waterway Permit is required by any person or agency that wishes to build, maintain, extend, or make structural alterations on any pier, piling, bulkhead, sea wall, reef, breakwater, or other structure or wishes to do any filling, excavating or dredging in any public or private waters. For exact wording, please refer to the Village Code: Section 7-16. A Waterway Permit shall remain with the person to whom the permit was granted. No person shall transfer a permit of a seawall or similar structure without prior written approval of the Village. For exact wording, please refer to the Village Code: Section 7-17.
